HYPER-SPEED - Tommy Shepherd is classified as a Speedster, which means he gotta go fast. He's been clocked at supersonic speeds, well above the threshold for breaking the sound barrier. As far as he's aware, he's never run above Mach 4 (3069 miles per hour), but has pushed himself to this limit when in need. His coasting speed, the limit at which he can run without tiring himself, is a notch below 650 mph. So long as he doesn't push too far beyond this, he retains the stamina of a well-trained marathon runner: a few hours before he needs to stop and catch his breath. At Mach 4, he can run across the United States in just under an hour, but he'd only make it a few minutes before the strain on his muscles set in.
His relative lack of technical training means he is classified a fair bit slower than what his potential extends to. He would barely classify himself in the top-tier of speedsters, though more training and better conditioning would see his upper limits rise. Tommy considers Mach 1 (767mph) a "running start", capable of both sprinting distances and longer tracks. Still, an hour or so of constant use will leave him tuckered out and sore the next morning.
SPEEDSTER CONDITIONING - Tommy's physiology has adapted to fit his lifestyle. Live fast or die trying, girl. His musculature operates at an enhanced level, allowing blood to flow and muscles to breathe even when operating beyond the limits of human capability. Fatigue toxins take longer to set in, and the time at which it takes him to recharge is considerably faster. His internal organs are designed to withstand G-force and immense speeds, affording additional protection upon impact and sudden stopping.
His brain operates at speeds faster than a scan can register, though it doesn't grant him any additional intelligence, just the ability to process more quickly. He retains anything he reads even when it appears he's only scanned the page, but — honestly — who reads anymore?
ENHANCED METABOLISM - Tommy's body burns through calories and nutrients so quickly that he is constantly hungry. This is amplified through the use of his powers. Though it would be near physically impossible to count the exact number of calories his body would need to sustain himself through constant power usage his physiology adapts, regulating him to a sustainable level of caloric intake — still far and away above the needs of the average human, or even superhuman. He's almost always gorging on some kind of junk food to keep the pep in his step. Essentially, his body is adept at maintaining energy levels better than those of other people, but it still has to function at a higher level to maintain his own baseline.
SUPERHUMAN FEATS - As an added feature to his superhuman speed, the conditioning of his body has also boosted his other physical attributes to the superhuman level. His upper body is capable of lifting up to 400 lbs, while his lower body is capable of lifting up to one ton. His reflexes, agility, and perception are at peak level, capable of resisting inertia and stopping on a dime, turning with precision, and making out faces even when at peak velocity. Though his speed force offers some additional durability, bullets and energy attacks cut right through him.

So my name is Thomas but you can call me Tom, or Speed whichever you prefer. I'm gay, born Jewish but I don't actively follow the religion. Oh & I'm a very proud Mutant.
Thomas was adopted by Frank & Mary Shepherd as a toddler, he was placed in their protection by S.H.I.E.L.D in order to keep Magneto from finding him, the same was done for his two biological siblings. The pair took Thomas on with the best of intentions, however it became clear that their relationship was strained, specifically by Tom & all the stresses that came with taking him on. He began to realise this at the young age of Five. This had led to a downward spiral when it came to his progress at school, he was becoming a 'problem child', from misbehaving to struggling to keep up with the rest of his peers learning capacity.
By the Age of Eight, Tom had all but abandoned his school teachings the Shepherd's had divorced & Tom was put up for adoption due to his parents being considered to be unfit to raise a child, it hurt, of course it hurt but he understood; As a mutant, having the abilities he had & all the dangers that came with it he knew they were doing what they had to do. Besides he felt responsible for their break up already, it was during this time he overheard a heated discussion between the two, where he discovered that they weren't his birth parents.
Tom was Twelve now, he had been in & out of foster families for the past four years never staying with one family for more than three months. He was too much for most to handle, he refused to go to school & when he did he would get himself into trouble. He was careless with using his superpowers too, something he'd been told to hide time & time again. Agents of S.H.I.E.L.D would often be called out into the field to retrieve him when he would run away from home, and with his speed he wasn't so easy to catch. Eventually potential foster parents refused to take him on as he was too much to handle. Not long after that Thomas went off the radar, after all these years he had become hard to find.
A young Fifteen years of age & Thomas had already seen things most wouldn't or shouldn't have to see at his age, he was homeless but he was free. Free from the burdens & feelings of responsibility, or being unwanted. But it hadn't been easy, he was known by local police officers in the Brooklyn area which had been his patch for a while now. He was a known petty thief, using his super speed to his advantage, but to the local homeless community he was seen as a modern day Robin Hood as when he stole food, he would be sure to share it out with them too. Being on the radar by the local police department was what brought S.H.I.E.L.D back onto him, they were hot on his heels & this time he had gotten over confident, messy in his movements. They eventually caught him & brought him into custody; They were unsure what to do with the mischievous Speedster but eventually the Kaplan family offered their home to him. Of course it was against S.H.I.E.L.D's protocol, as it would be easier for Magneto to find the twins separated at birth if they were brought back together. But eventually they agreed it was the best choice given Tommy's penchant for running away from various homes as if he were searching for something; S.H.I.E.L.D. did not tell Tommy or Billy they were twins, although the Kaplans who were S.H.I.E.L.D. contractors specializing in meta-human physiology and meta-human / deviant psychology.
At Sixteen years of age, he had settled albeit reluctantly at first into the Kaplan household. He was confused about how he felt toward Billy at first, he had conflicting feelings; In some instances he felt envious of his 'foster brother', while another part of him felt strongly drawn to him. He felt a deep connection to him but on the other hand Billy's optimistic, innocent outlook on life was an annoyance to Tom. But at this point Thomas wanted to be a Hero, that was something he & his foster brother (actual twin) could bond over, something they had in common.
